The eligibility has been restored for Cargill Meat Solutions, Waco, Texas, effective for product produced on or after Sept. 14, 2007.
Fresh/frozen red meat and poultry, meat and poultry products, game meat, products for pet food manufacture and pharmaceutical processing, ships' stores and certain other products intended for export to countries which are members of the European Union must follow the European Union Requirements found elsewhere in the FSIS Export Library.
The following SRM statement must be presented on a separate FSIS letterhead certificate as an attachment in response to FSIS bovine letterhead certificate section 9.4: at: "(5) (10) for all meat from ruminants and products containing meat from ruminants.
Note: The following tissues are designated as specified risk material according to Annex V of EC No. 999/2001 (as amended by Commission Regulation (EC) No 722/2007):
Regarding bovine animals:
- the skull excluding the mandible and including the brain and eyes, and the spinal cord of animals aged over 12 months;
- the vertebral column excluding the vertebrae of the tail, the spinous and transverse processes of the cervical, thoracic and lumbar vertebrae and the median sacral crest and wings of the sacrum, but including the dorsal root ganglia of animals aged over 24 months; and
- the tonsils, the intestines from the duodenum to the rectum and the mesentery of animals of all ages.
Regarding ovine and caprine animals:
- the skull including the brain and eyes, the tonsils and the spinal cord of animals aged over 12 months or which have a permanent incisor erupted through the gum; and
- the spleen and ileum of animals of all ages.
Establishment operating procedures must include a process to assure that these SRMs, as defined by the EU, have been removed from products intended for export to the EU.
Carcasses, half carcasses or half carcasses cut into no more than three wholesale cuts, and quarters containing no specified risk material other than the vertebral column, including dorsal root ganglia, may be imported.
Although the injection of air during stunning is not permitted, captive bolt stunning alone is permitted.
Requirements for the upcoming ANUGA 2007 Food Show mandate that participants obtain FSIS Form 9060-5 and the FSIS letterhead certificate entitled "Health Certificate for the Export of Animal Products for ANUGA 2007 in Cologne, Germany."
The letterhead certificate must be stamped with the FSIS rubber export stamp indicating the certificate number. The signature on the certificate and the export stamp must be in a color other than black.
To make the statement on the letterhead certificate regarding BSE risk materials, the product must not contain the following SRMs as defined by the EU:
- the skull excluding the mandible and including the brain and eyes, and the spinal cord of animals aged over 12 months;
- the vertebral column excluding the vertebrae of the tail, the spinous and transverse processes of the cervical, thoracic and lumbar vertebrae and the median sacral crest and wings of the sacrum, but including the dorsal root ganglia of animals aged over 24 months; and
- the tonsils, the intestines from the duodenum to the rectum and the mesentery of animals of all ages.
To make the statement on the letterhead certificate regarding trichinae, the pork/horse meat must have been tested negative for trichinae or have received cold treatment according to 9 CFR 318.10.
All federally inspected establishments are eligible to export products for the ANUGA 2007 Food Show.
Poultry and poultry products are now eligible; beef and beef products are ineligible.
Ineligible products:
Minnesota — Poultry slaughtered prior to March 28 or on or after Sept. 14 is eligible. Poultry slaughtered on or after March 28 and before Sept. 14 is ineligible.
Eggs laid prior to March 28, or on or after Sept. 14 are eligible. Eggs laid on or after March 28 and before Sept. 14 are ineligible.
Poultry may be restricted from originating or passing through certain states in which low path avian influenza has been reported. Applicants for export certification must determine which certification statement or statements apply to the product to be exported based on the date of slaughter. The statement(s) must be typed in the "Remarks" section of FSIS Form 9060-5 or supplied on FSIS Letterhead Certificate(s):
If the poultry was slaughtered on or after Aug. 2, but prior to Sept. 14, use:
"The live poultry used for the production of the exported poultry meat did not originate from New York, Minnesota, Nebraska, South Dakota, or Virginia and did not pass through New York, Minnesota, Nebraska, South Dakota, or Virginia before being carried into poultry processing plants."
If the poultry was slaughtered on or after Sept. 14, use:
"The live poultry used for the production of the exported poultry meat did not originate from New York, Nebraska, South Dakota, or Virginia and did not pass through New York, Nebraska, South Dakota, or Virginia before being carried into poultry processing plants."
Trucks and railcars transiting through any of the currently restricted states or any states restricted since the date of slaughter are required to be sealed by FSIS and the seal number indicated on the certificate before leaving the plant of origin. In addition to the statement(s) identified above, the following statement must be typed in the "Remarks" section of FSIS Form 9060-5 or provided on a separate FSIS Letterhead Certificate:
"To the best of FSIS' knowledge, the exported poultry meat did not transit ________________________________________________________ before leaving the United States unless the container is sealed by FSIS and the seal number is indicated on the certificate."
To determine which states to include in the statement above:
- Determine the earliest date of slaughter for birds in the consignment;
- Then determine that the product did not transit unsealed any state that is currently restricted or was restricted since the earliest date of slaughter.
The new restriction periods are for Minnesota: March 29 to Sept. 13.
Shell eggs also may be restricted from originating or passing through certain states in which low path avian influenza has been reported. Applicants for export certification must determine which certification statement or statements apply to the product to be exported. The statement(s) must be typed on FSIS Form PY200 or provided on a FSIS Letterhead Certificate(s):
For egg products derived from eggs laid on or after Aug. 2, but prior to Sept. 14 use:
"The shell eggs used for the production of the exported egg products did not originate from New York, Minnesota, Nebraska, South Dakota, or Virginia and did not pass through New York, Minnesota, Nebraska, South Dakota or Virginia before being carried into egg processing plants."
For egg products derived from eggs laid on or after Sept. 14, use:
"The shell eggs used for the production of the exported egg products did not originate from New York, Nebraska, South Dakota, or Virginia and did not pass through New York, Nebraska, South Dakota or Virginia before being carried into egg processing plants."
Fresh/frozen poultry meat derived from birds raised or processed in the State of West Virginia and slaughtered on or after April 1, but prior to Sept. 18, is ineligible. Meat derived from birds slaughtered prior to April 1 or slaughtered on or after Sept. 18, is eligible.
Federally inspected establishments producing boneless beef intended for export to Korea must participate in an AMS, EV program and be present on the "Official Listing of Eligible Suppliers for USDA Bovine EV Program."
Boneless beef products from the following approved AMS, EV establishment is now not eligible for export to Korea until further notice.
- Cargill Meat Solutions, Dodge City, Kan., is ineligible for export effective on and after Sept. 6. Boneless beef products loaded onto shipping vessels on or before September 5, 2007 are eligible for export, but subject to quarantine inspection.
Red meat and red meat products, including horsemeat, but excluding wild boar, must be documented.

Carcasses, half carcasses or half carcasses cut into no more than three wholesale cuts, and quarters containing no specified risk material other than the vertebral column, including dorsal root ganglia, may be imported.
Although the injection of air during stunning is not permitted, captive bolt stunning alone is permitted.
There are no exceptions for products intended for personal consumption. They must comply with the same requirements as commercial shipments.
