DOJ to Discuss Approach to Foodborne Illness Criminal Investigations

A critical workshop at this year’s Washington Conference will focus on the U.S. Department of Justice (DOJ) approach to criminal investigations and prosecution enforcing laws under the Food, Drugs and Cosmetic Act (FD&C).


WASHINGTON, D.C.  – A critical workshop at this year’s Washington Conference will focus on the U.S. Department of Justice (DOJ) approach to criminal investigations and prosecution enforcing laws under the Food, Drugs and Cosmetic Act (FD&C). Jeffrey Steger, Assistant Director in the Consumer Protection Branch, U.S. DOJ, will discuss the department’s approach to enforcement. Steger will be joined by prominent attorney Doug Fellman, Partner, Hogan Lovells US LLP, who will translate what that means for the fresh produce industry.

“The Food Police Are Coming – Liability Concerns and DOJ Enforcement” is one of six workshops on important business issues at the 2016 United Fresh Washington Conference, September 12-14 in Washington, D.C. 

As Assistant Director in the DOJ’s Consumer Protection Branch, Steger’s responsibilities include civil and criminal enforcement of the FD&C Act and other consumer protection statutes. Steger started with the DOJ in 1994, following a clerkship for Judge Jane Roth on the United States Court of Appeals for the Third Circuit. He worked for the United States Senate Committee on Governmental Affairs from 1986 to 1993. As a trial attorney for the Consumer Protection Branch, Steger litigated a broad range of civil and criminal cases on behalf of the United States, including cases brought under the FD&C Act as well as prosecutions of investment and financial fraud. He received his BA in economics from Brandeis University in 1984 and his JD from Georgetown University in 1993.

For more than 25 years, Doug Fellman has represented public and private companies, boards of directors, board committees, and individual officers and directors regarding government and internal investigations, corporate governance matters, and "sticky issues" that occasionally arise at even the best of companies. While these matters can be among the most consequential and sensitive for his clients, Doug is known for his sound judgment and strategic thinking, business acumen and practicality, and for the sense of calm and discretion that he brings to the representations he leads. Fellman received his bachelor’s degree from John Hopkins University in 1984 and his JD from Cornell University School of Law in 1987.
